With the aim of ushering in innovative customs operations and accelerating customs clearance, the Ministry of Finance (MOF) drew on the successful experiences of several advanced countries to map out the “Cargo Clearance Automation Initiative” under the Six-Year National Construction Plan. The preliminary objective of the initiative was complete automation of cargo clearance while its longterm objective was promotion of paperless international trade. The initiative was ratified by the Executive Yuan on November 9, 1990, which led to the formation of the Ministry of Finance Cargo Clearance Automation Planning and Promotion (CCAPP) Task Force. CCAPP implements government cargo policies. On July 1, 1996, the Ministry of Finance and a group of shareholders from the private sector jointly raised capital amounting to NTD 1.5 billion and established Trade-Van Information Services Co. The company continues to strengthen cargo clearance automation services, takes an active role in exploring resources on the internet, devotes efforts to the research and development in technology advances, expands its scope of operations, and provides a wide range of high value-added internet services.
