Taiwan first promoted the WiMAX industry in 2005. Since then, it has signed several Memorandums of Understanding with Intel, NEC, Nortel, R&S, Motorola, Alcatel-Lucent, Nokia Siemens, Sprint-Nextel, Starent, and other international businesses. These cooperation programs cover technology and marketing for the development of interoperability testing technologies. Intel, Alcatel-Lucent, NEC, Nortel, and Alvarion have implemented the memorandums by establishing WiMAX research and development centers in Taiwan in an effort to accelerate their cooperation with Taiwanese operators. Such collaboration will give Taiwanese businesses direct and ready access to the international supply chain.

The M-Taiwan Application Promotion Program facilitates support among Taiwanese businesses with NEC, Nortel, Motorola, Alcatel-Lucent, Nokia, Siemens, and other leading international names. The companies are cooperating to establish a WiMAX network and to create a testing environment in which to evaluate new products and services. Consequently, new manufacturing and service industries will be created, resulting in significant effects on industries and the economy. Profits will grow, and more international businesses will be attracted to invest in Taiwan. One example is Intel’s announcement in October of 2008, to invest NTD 386 million in the Taiwanese mobile carrier, Vmax, and its plan to invest USD 500 million in Taiwan from 2008 to 2013 by purchasing additional WiMAX hardware and expanding its investment. As a token of its determination, Intel included the investment in its global WiMAX development strategy. Meanwhile, in December 2008, Sprint announced its plans to establish its first overseas testing and certification laboratory in Taiwan, thereby saving Taiwanese businesses more than1 billion NTD dollars in shipping costs to the United States for product testing. Sprint also indicated that it is committed to placing more orders with ZyXel, Accton, D-Link, and USI.
